Drive the implementation of Supply Chain Management policies, governance processes, procedures, standards, legal compliance, and risk management within Transnet Engineering. Lead governance structures to ensure adherence to the Public Finance Management Act (PFMA) and related regulations. Oversee the contracting process for Opex and Capex while providing governance support to the Division’s Supply Chain Management function. Develop and execute training programs on policies, governance, compliance, and risk frameworks. Foster a robust governance framework through SCM structures, including the Governance Centre of Excellence.

Position Outputs
a) Implementation of robust governance processes:
• Align Transnet’s SCM governance, policy, standards, legal compliance, and risk strategies with the iSCM strategy and latest legislation.
• Lead governance aspects of annual Supply Chain Strategic planning, budgeting, and target setting.

b) Oversight of Compliance and Risk Management Function:
• Identify, consolidate, and report procurement-related risks across Transnet Engineering, recommending mitigation strategies.
• Interface with Internal & External Audits, monitor Business Critical Controls (BCCs), and ensure CSA compliance.
• Investigate procurement complaints as Transnet’s OD Procurement Ombudsman and provide risk mitigation recommendations.
• Oversee compliance with SCM policies (PPM, Goods and Service Manual, Construction Procedure Manual, etc.) and governance frameworks.

c) Governance monitoring and reporting:
• Provide governance and legal advice during Contract drafting or amendments to ensure legality and commercial risk mitigation.
• Offer thought leadership on GRC impacts on procurement and guide processes related to blacklisting, confinements, and condonation.

d) Manage key stakeholder relationships:
• Provide functional leadership on governance, policy, and compliance within the iSCM strategy.
• Mediate conflicts between Governance teams, SCM functions, and external stakeholders.

e) Manage the Governance function within the division:
• Deliver Governance COE initiatives and develop SPOs/job profiles for the function.
• Drive performance measurement, dashboard reporting, and 5-year target setting.

Qualifications and Experience
• Bachelor’s Degree in Law (LLB), Chartered Accountancy (CA), or Internal Auditing.
• Minimum 8 years’ experience in Auditing, Supply Chain, Procurement, or GRC, with 3 years in a managerial role within large, complex organizations.
• Rail Industry experience is advantageous.
