Senior Manager: Policy, Standards & Governance – Transnet

Position Overview
Lead the alignment of Transnet’s Supply Management policies, standards, and governance frameworks with the integrated Supply Chain Management (iSCM) strategy while ensuring compliance with legislative and regulatory requirements. Drive policy development, stakeholder collaboration, and risk mitigation to support Transnet’s Procurement Process Automation and Governance Centre of Excellence (Gov COE).

Key Responsibilities
Policy, Standards, and Governance Framework Alignment

  • Align Transnet’s Supply Management policies and procedures with the iSCM strategy, latest legislation, and global best practices.
  • Benchmark policies against local SOEs and international organizations; issue guidance notes and directives to Operating Divisions (ODs).
  • Ensure risks are addressed through policy and compliance with government regulations.

Stakeholder Management

  • Strengthen governance structures (e.g., bid committees) to enhance compliance with supply management regulations.
  • Facilitate consultations with internal and external stakeholders on procurement-related issues.

Policy Development and Training

  • Develop, update, and disseminate Supply Management policies, Terms of Reference, and templates.
  • Create training materials (manuals, videos, FAQs) and conduct workshops for iSCM staff, senior management, and OD end-users.
  • Evaluate training effectiveness and update the iSCM toolkit.

Monitoring, Reporting, and Risk Management

  • Analyze audit findings to design corrective interventions in collaboration with the Executive Manager.
  • Monitor compliance with policies and governance frameworks; prepare reports and presentations for internal and external stakeholders.
  • Input into performance metrics and risk management strategies.

Leadership and Strategy Execution

  • Support the Executive Manager in driving SCM Governance initiatives, including Procurement Process Automation alignment.
  • Implement succession planning and skills development within the team to meet iSCM objectives.

Qualifications and Experience

  • Required: Bachelor’s degree in Supply Chain, LLB/B.Com Law, Procurement, Finance, or equivalent.
  • Experience: 10+ years in Public Sector SCM Policy, Legal/Governance/Compliance, with 5+ years at management level.
  • Key Knowledge: PFMA, PPPFA, and public procurement legislation.
  • Preferred: Postgraduate qualification, CIPS membership, and cross-functional team leadership experience.
  • Lifestyle Audit clearance required.
